The University Librarian is responsible to the Vice Chancellor for the administration of the University Library and coordination of the Library Services in the University and its Campuses, Colleges, Centres, Schools, Departments, Institutes and other Teaching or Research Units as stated in Schedule I, Section 8(b) of the Lagos State University Law, 2004. To this end, the University Librarian is responsible for selecting, acquiring and organizing books, periodicals, documents, newspapers, maps, digital databases, audio-visual materials and other materials that will effectively assist learning, teaching, research and recreational activities of the University.
 
Dr. Emmanuel 'Layi Adebayo assumed duty as the University Librarian, Lagos State University on Monday, 2nd December, 2019.  He obtained the Bachelors degree with honours from the University of Ilorin in 1985, the master’s degree in Library Studies at the University of Ibadan in 1987 and a Doctorate Degree in Library and Information Science at the University of Uyo in 2004. He had the singular privilege of being the very first PhD graduate of the University of Uyo in Library and Information Science.

He has been in the Librarianship profession for close to three decades started his career at the St. Andrew’s (now Emmanuel Alayande) College of Education, Oyo Town, Oyo State as Librarian 1 in 1991. He later proceeded to the Federal College of Education Technical, Omoku, Rivers State in 1996 on appointment as Principal Librarian and rose through the ranks before he was appointed as College Librarian at the FCE(T) Omoku in year 2000 and as University Librarian, Federal University of Technology, Akure in 2006. In 2009, he was again appointed University Librarian, Redeemer’s University, Ede where he spent two terms, ending in December 2018 after a successful ten (10) years at the helms of affairs in that library. He proceeded on sabbatical leave to the Ondo State University of Science and Technology, Okitipupa in January 2019.

Before assumption of duty at Lagos State University, Dr. Adebayo had worked in five Tertiary Institutions’ libraries and was the head in four of them. At various times, he served in scores of tertiary institutions Committees, which include, Member of University Senate, 2006 to 2019, Member, University A&PC Academic, Administrative and Technical and Junior Staff, 2006 to 2019 and Member University Management, 2006 to 2019. He was Chairman of a number of Committees as University Board of Survey 2011-2018, University Pool Vehicles and Drivers Committee 2011-2018, University A&PC Junior Staff Technical Committee 2006-2008, University Award Committee 2011, College Staff School 1999-2005 among others. He also served in similar Committees as above in Federal College of Education, Omoku, Rivers State between 1996 and 2005. This privilege made him to have served continuously in top level tertiary institutions Committees for twenty four (24) years at a stretch.

In the profession, he has served in several Committees and as consultant within and outside the University system. He has served and currently serving as External Examiner in Library and Information Science to several Universities outside Nigeria and as External Assessor and consultant to scores of tertiary institutions in the appointments of University Librarians and Deputy University Librarians in several Universities, Polytechnic Librarians in several Polytechnics and Monotechnics as well as College Librarians in several Colleges of Education.

Dr. Adebayo also had the privilege of serving as Member, Planning and Implementation Committees (PIC) of four private universities, with two of such already granted operational licenses to operate by the NUC. He has participated in NUC Institutional Accreditation to two Universities in 2011 and NBTE Programmes Accreditation in 2018. He is also an Editorial Board Member of a number of Institutional and Professional Bodies Journals of Library and Information Science, both in Nigeria and abroad.

Dr Adebayo who has about seventy publications to his credit in high impact local and foreign based journals, book chapters and conference proceedings is widely traveled. He has attended trainings, academic workshops and conferences in several libraries and institutions in the USA, UK, Greece, Ethiopia, Netherlands, Ghana and Nigeria where he presented papers.

Dr. Adebayo was among the first set of Librarians to be certified by the Librarian’s Registration Council of Nigeria in 2005 with Registration Number 230. He is married and blessed with children.
